Hifz-ur-Rahman

Mr. Hifz-ur-Rahman hails from Swat, and earned his law degree from Khyber Law College, University of Peshawar, in 1977. He joined the Provincial Civil Service (Executive Group) in 1980 and served the Government of Khyber Pakhtunkhwa for 35 years in key administrative and policy positions, including Secretary Local Government, Secretary Administration, and Managing Director of the Frontier Education Foundation.

After retirement, he contributed as Member KP Public Service Commission and worked with several national and international organizations, including UNDP, USAID, and Adam Smith International, in governance and legal reform projects. His expertise spans governance, local government, decentralization, policy analysis, and legal drafting.

He is credited with drafting the KP Local Government Act 2013 and the KP Provincial Services Academy Act 2012 and has been instrumental in establishing several key institutions. Mr. Hifz-ur-Rahman is also a regular visiting faculty member at the National Institute of Management and the Provincial Services Academy, Peshawar.
