It is a distinct privilege to introduce our resource person for today, Mr. Safdar Shah, a seasoned veteran in the fields of audit, finance, and public administration. With a distinguished career that began in 1983 with the Pakistan Audit Department, Mr. Shah brings decades of operational experience from the highest levels of government. His professional journey has taken him through pivotal roles at the Ministry of Foreign Affairs, the National Tariff Commission, the Pakistan Software Export Board, and the Office of the Auditor General of Pakistan, culminating in his retirement as a Director of Finance. His work has truly spanned the globe, as he has visited over thirty countries to carry out critical auditorial functions for Pakistan’s missions abroad, providing him with a rare, international perspective on financial governance.
Beyond his impressive tenure as a practitioner, Mr. Shah is a dedicated educator who has spent over seventeen years shaping the professional development of Pakistan's civil servants. Having served as a Senior Faculty Member at the Secretariat Training Institute for over a decade, he is a familiar face across the country’s most prestigious academies. He is currently a visiting faculty member at institutions including the Foreign Service Academy, the Federal Judicial Academy, the National Police Academy, the FIA Academy, and many others, where he continues to mentor the country’s future leadership.
Mr. Shah holds an expansive academic background, including an MA, LLB, and MBA, which complements his profound technical expertise. He is a recognized authority on public financial management, budgeting, procurement planning, and the complex frameworks of civil service conduct and disciplinary rules. Whether he is analyzing financial trends, navigating public sector regulations, or teaching the nuances of office procedures, Mr. Shah offers a unique blend of theoretical rigor and profound, hands-on practical wisdom.
