KPJA CONCLUDES THREE-DAY SPECIALIZED PUBLIC PROCUREMENT TRAINING FOR SENIOR JUDICIAL OFFICERS (BATCH-III) (1-3 OCTOBER, 2026)
PESHAWAR (October 3, 2026): The Khyber Pakhtunkhwa Judicial Academy (KPJA) successfully concluded its three-day specialized Capacity Building Training on Public Procurement of Goods & Services (Batch-III) for senior judicial officers today. Held from October 1 to October 3, 2026, the program brought together 21 District & Sessions Judges /Zilla Qazis and Senior Civil Judges/Aala Ilaqa Qazis from across Khyber Pakhtunkhwa to enhance their administrative, financial, and regulatory expertise in managing public acquisitions in their capacity as Drawing & Disbursement Officers (DDOs) and as adjudicators of procurement disputes.
The training program formally opened on October 1st with an inaugural ceremony chaired by Mr. Justice Syed Arshad Ali, Hon’ble Judge of the Peshawar High Court and Advisor to the Board of Governors of KPJA, as the Chief Guest. Mr. Kalim Arshad Khan, Director General of KPJA, delivered the welcome address, underscoring the Academy's dedication to judicial and administrative excellence. In his keynote address, Mr. Justice Syed Arshad Ali urged the participants to thoroughly master and strictly enforce public procurement regulations to ensure transparency, efficiency, and value for money while eliminating the wastage of public funds. Following the inaugural proceedings and a formal group photograph, Mr. Dost Muhammad Khan, Director Instrucitons-I, conducted the course orientation, detailing the curriculum and the Academy's grading policy, which comprised a 70% weightage for the final digital assessment test on the Moodle Learning Management System (LMS) and 30% for professional conduct, punctuality, and active discussion.
The academic agenda over the first two days focused on practical mastery of the procurement life cycle, facilitated by Mr. Muhammad Khalid, Procurement Specialist at the KP Elementary & Secondary Education Foundation (ESEF-PIU). On the first day, participants explored the pre-solicitation phase, including need assessments, budget allocations, the formulation of Annual Procurement Plans, legal requirements for constituting procurement committees, and drafting Standard Bidding Documents (BSDS) alongside pre-qualification papers. The second day built upon these foundations by transitioning into bid evaluation, contract awards, and administrative execution. Judicial officers engaged in practical exercises managing bid openings, preparing Bid Evaluation Reports to objectively identify the "Best Evaluated Bid," executing framework contracts, and overseeing contract administration, inspection protocols, and vendor payment processing.
The final day featured specialized virtual lectures by Dr. Irfan Ahmad, Principal of the Institute of Tender Management, Lahore, who joined via video link to discuss the core Principles of Procurement, whole-life costing, and comprehensive contract management strategies covering risk, finance, and dispute resolution. A technical presentation on Electronic Procurements (E-PADS) by a KPPPRA representative further updated participants on modern digital procurement platforms. Upon completing the coursework, the judicial officers underwent the mandatory Post-Training Assessment Test on the Academy's LMS portal (learn.kpja.edu.pk). The program culminated in a grand concluding ceremony chaired by Hon'ble Justice S.M. Attique Shah, Chief Justice of the Peshawar High Court, as the Chief Guest. In his keynote address, the Hon'ble Chief Justice highlighted that strict adherence to procurement laws and financial discipline is vital for safeguarding public resources and maintaining public trust in judicial administration. Director General Mr. Kalim Arshad Khan delivered concluding remarks, after which certificates were conferred upon the 21 participating judicial officers in the presence of all Academy Directors.
