PRE-PROMOTION TRAINING FOR CIVIL JUDGES /ILAQA QAZIS BATCH-II (MAY 18 – JULY 11, 2026) CONCLUDED

The Khyber Pakhtunkhwa Judicial Academy (KPJA) successfully concluded its eight-week Pre-promotion Statutory Graded Training Program (Batch-II) for Civil Judges-cum-Judicial Magistrates/IllaqaQazis on July 11, 2026. This intensive program, which began on May 18, represents a significant paradigm shift guided by the Peshawar High Court (PHC), transitioning from a post-promotion to a pre-promotion regime. 

16 Civil Judges/ IllaqaQazis, across Khyber Pakhtunkhwa participated in 41 days of intensive training.Mr. Justice Ijaz Anwar, Senior Puisne Judge PHC / Vice Chairman KPJA, graced the inaugural ceremony as Chief Guest. He stressed the importance of continuous professional development and encouraged participants to translate the training into meaningful improvements in their judicial conduct and court management.

The primary objective was to ensure that judicial officers are fully equipped with the necessary judicial, managerial, and technological competencies before assuming the dual administrative and adjudicatory responsibilities of a Senior Civil Judge/AalaIlaqaQazis.

The training was structured into three distinct phases: five weeks of on-campus academic instruction, a one-week country study tour to the Federal Judicial Academy in Islamabad, and a final two-week phase dedicated to specialized laws and rigorous assessments. The curriculum encompassed 13 comprehensive modules covering essential areas such as Judicial Ethics, Leadership, Court and Case Management, Human Resource Management, and Public Procurement. To modernize the district judiciary, the program included cutting-edge sessions on Information Technology and Generative AI, alongside deep dives into the Law of Evidence and financial management for Drawing and Disbursing Officers (DDOs).

Beyond classroom lectures, the methodology emphasized practical workshops, role-plays, and interactive sessions with Hon’ble Justices of the Peshawar High Court. Trainees engaged in hands-on exercises for drafting legal documents, managing court accounts, and utilizing the Case Flow Management Information System (CFMIS). The program also prioritized personal wellness and professional conduct, featuring modules on stress management, mindfulness, and social etiquette to ensure judges maintain a dignified presence befitting their office.

The training culminated in a formal concluding ceremony chaired by Mr. Justice Ijaz Anwar, Senior Puisne Judge, PHC, as the Chief Guest. The event was attended by the Director General of the Academy, all directors and the faculty members. During the ceremony, class representative Mr. JunaidAlam Khan commended the Academy’s high standards of instruction, staff dedication, and excellent facilities. In his address, Mr. Justice Ijaz Anwar emphasized that the skills acquired would be pivotal for institutional efficiency, after which certificates were distributed to the participants, marking their readiness for promotion based on merit and professional competence.
