Two trainings course on Case & Court started today

The KP Judicial Academy rolled out a serried of training course on Case & Court Management. Today two courses—one for Judicial Officers and another for Court Staff—were commenced.  As many as 30 Judicial Officers and 50 Court Staff (Stenographers and Computer Operators), from all over the province, are participating in the courses.  The courses focus on case and court management, reflecting on job requirements and training needs of both categories of judicial personnel. The course material is selected from training manuals the Academy has prepared in light of training needs assessment exercise carried out last year.  The UNDP is providing support to the KP Judicial Academy.

One-Day Seminar on Prison Law and their Compatibility with Human Rights

On 12 October 2013, the KP Judicial Academy organized a day-long seminar on Prison Laws and their Human Rights Compatibility. Participants included judges, lawyers, prosecutors, probation and parole officers, prison officials and medical doctors working in prison. Mr. Hayat Ali Shah, the Director General welcomed the participants. Barrister Dr Adnan Khan, Director Research & Publications and Qazi Attaullah, Director Instructions, were the Resource Persons; they respectively talked on the Legal Framework of Prison Laws and the latter and Treatment of Prisoners: International Standards. The seminar was concluded with a short address by Mr. Salim Khan, Senior Director Administration, who distributed certificates among the participants.

Third Meeting of the Board of Governors

The third meeting of the Board was held on 11 October 2013, at 02.30 pm in the Conference Room of the KP Judicial Academy. It was opened with recitation from the Holy Qur‘an, and chaired by Justice Dost Muhammad Khan, Chairman of the BoG/hon’ble Chief Justice of Peshawar High Court. Mr. Hayat Ali Shah, Director General of the Academy, who is Secretary of the BoG, welcomed those who attended the meeting.

The following members attended the meeting: Hon’ble Justice Mian Fasih ul Mulk, Senior Puisne Judge Peshawar High Court, Peshawar /Vice-Chairman; Mr. Arshad Khan, Registrar PHC; Mr. Zafar Iqbal Khan, Member Inspection Team PHC; Mr. Farhat ullah Khan, Additional Registrar (Admin) PHC, Prof. Dr.Fayyaz ur Rehman, Principal Khyber Law College, and Hayat Ali Shah, Director General of the Academy/Secretary. Those who did not attend the meeting, despite their telephonic confirmation today, were: the Additional Chief Secretary, the Secretary Law, Justice and Parliamentary Affairs, the Secretary Finance and the Advocate General, Khyber Pakhtunkhwa. Instead, with exception of Advocate General, others had sent their representatives. They were Dr Asad Ali Khan (Secretary P&D), representing the Additional Chief Secretary, Mr. Masood Ahmad (Special Secretary Finance), representing the Secretary Finance, and one Shah Jehan, representing Secretary Law, Justice and Parliamentary Affairs. The representative officers could not attend the meeting as legally there could be no attendance by proxy. Out of the total 11 members, 7 were present.  Therefore, under subsection 3 of section 9 of the KP Judicial Academy Act, 2012, the quorum being complete, the meeting was held.

 

The Chairman and other members of the Board, however, expressed serious concern over the unexplained absence. The Chairman directed that they all may be informed to explain why they remained absent.

 

The meeting was held as per the agenda. Hon’ble the Chairman delivered his key note address. Dr Khurshid Iqbal, Dean of the Faculty gave a multimedia presentation about the activities the Academy did since the second meeting and future plans. The Board made the following decisions:

  • approval of the budget to the tune of Rs. 91.296 million for the year 2013/14 and approach to the Provincial Government for expediting the issuance of Rs. 72.596 m, to meet the deficit;
  • submission of the case for construction of hostel, offices and common rooms on the campus;
  • resubmission of the case to the Federal Government for a grant of Rs. 100 m and making such grant as part of the existing endowment fund;
  • preparation and submission of a PC-II for permanent acquisition of land for Academy; and,
  • the sending of a letter to the Chief Secretary to the effect that training of other stakeholders, particularly of executive officers is direly needed so as to help them in efficient application of laws.

The meeting ended with a vote of thanks to & from the Chair.

Concluding ceremony of 3rd 10 Days ToT (Training of Trainer) at the Academy

The Concluding ceremony of 3rd ToT on Procedural Law was held at Judicial Academy. The training was conducted from 2 to 12 September, 2013 at KP Judicial Academy with the help of UNDP and Institute of Management Sciences, Peshawar.   16 partaker, including District & Sessions Judges and  Additional District & Sessions Judges participated in the course.

The Chief Justice of Pakistan, Hon'ble the Justice Iftikhar Muhammad Choudhry chaired the concluding ceremony of 3rd ToT (Training of Trainer). The Chief Justice PHC, Judges of the High Court, Registrar of Supreme court and High court, Advocate General KP, Presidents PHC Bar and District Peshawar Bar Associations, representatives of UNDP, World Bank and IMSciencs were also present at the occasion.

The participants presented shield to the Chief Guest.

Chief Executive of the province Mr. Parvez Khattak visited KP Judicial Academy. Chairman KPJA/ Chief Justice Peshawar High Court Justice Dost Muhammad Khan was also present on the occasion. The chief Minister visited various sections of the Academy including Radio Meezan studios, conference room, Research Wing, Mock Court Room, Computer labs and Classrooms and he appreciated the facilities, infrastructure and the achievements of the Academy.

 Director General KPJA Mr. Hayat Ali Shah give a detailed presentation  on the activities, achievements and future plans of the Academy.

The Chief Minister appreciated the efforts of Justice Dost Muhammad Khan in regard of establishment of the Academy,  Radio Meezan FM 96.6 and training facilities for Judges, Lawyers and other stakeholders in the justice sector.

Chief Secretary Khyber Pakhtunkhwa, Advocate General,  Officials from Information , C&W Department, Officers and officials of the Judicial Academy were also present.

Hon'be the Chief Justice of Pakistan Justice Iftikhar Muhammad Choudhry visited the Academy

The Hon'be Chief Justice of Pakistan Justice Iftikhar Muhammad Choudhry visited the KP Judicial Academy on Saturday. At the occasion he inaugurated the "Justice Iftikhar Muhammad Choudhry Block" at the Academy.

The Chief Justice of Pakistan visited the Radio Meezan FM 96.6 studios, his interview was broadcasted live. He appreciated the efforts of the Chief Justice Peshawar High Court Justice Dost Muhammad khan  in respect of establishing FM Radio Channel in the Academy. The Chief Justice PHC and Director General KPJA briefed him about the  programs and other activities of Radio Meezan. Radio Meezan broadcasting regular programs on  Legal Education, Legal Awareness, Human Rights, Women Rights, Child rights, Distance learning programs and news on the activities of the superior courts, Justice Dost Muhammad Khan added.

The CJP also visited various sections of the Academy including, Conference rooms, Library, Research Wing and Computer Lab. He was briefed on the Research activities and the online evaluation system for pre and post-training evaluation.

The CJP chaired the concluding ceremony of 3rd ToT (Training of Trainer). The Chief Justice PHC, Judges of the High Court, Registrar of Supreme court and High court, Advocate General KP, Presidents PHC Bar and District Peshawar Bar Associations, representatives of UNDP, World Bank and IMSciencs were also present at the occasion.

In his address the Hon'ble CJP Justice Iftikhar Muhammad Choudhry said " I appreciate the efforts of KP Judicial Academy to organize ToT programs which would not only be significant for the future development in the Judicial Education of the provincial judicial officers as well as other stakeholders of the system of the Administration of Justice".

He added that the judicial hierarchy district judiciary is the backbone  of judicial system and majority of our litigants approach the district courts for the redress of their grievances.

CJP said "the training manuals developed by the KP Judicial Academy for case and court management, courts staff management and procedural and substantial laws would surely equip the trainees to meet all the challenges with a practical approach."

Deputy Country Director, UNDP for Pakistan Mr. Douglas Hageman visits Academy

Deputy Country Director, UNDP for Pakistan Mr. Douglas Hageman visited the Academy. Mr. Hageman was briefed about the activities undertaken by the Academy including Radio Meezan, Research studies and Trainings of Judicial officers.  He also visited the ongoing training session and appreciated the trainers. DG KP Judicial Academy Mr. Hayat Ali Shah and Faculty Dean discussed the future plans of the Academy and possibilities of the collaborative work with UNDP Pakistan.
