Seminar on draft Criminal Case Management Rules proposed in the Criminal Procedure Code, 1898

The Khyber Pakhtunkhwa Judicial Academy, in collaboration with Justice Sector Support Program, organized a daylong seminar on draft case management rule proposed in the Criminal Procedure Code, 1898.  The participants from cross section of the criminal justice actors (judges of the District Judiciary, prosecutors, lawyers, police, prison, probation, criminal justice sector donors) participated in the seminar. Delegates from outside the KP included the Registrar of the Sind High Court, nominee of the Registrar of the Lahore High Court, Registrar, AJK High Court, and DG, Balochistan Judicial Academy. Peshawar High Court’s senior Puisne Judge, Mr. Justice Waqar Ahmad Seth, participated in first session and Mr. Justice Qalandar Ali Khan, participated in the afternoon session. Mr. Justice Yahya Afridi, Chief Justice Peshawar and Chairman of the KP Judicial Academy also graced the occasion and distributed certificates amongst the participants. Earlier, the DG, KP Judicial Academy welcomed the participants.

Peshawar High Court's KM & IT Unit (SDJ) Conducted 03 day Workshop

From 19-21 March the Academy hosted a 3-day workshop on “Comparative analysis of various Management Information System (MIS) of District Judiciary.” The workshop was organized by the Knowledge Management & Information Technology (KM & IT) unit of the Secretariat of District Judiciary, Peshawar High Court (PHC). The aim of the workshop was to choose a common Management Information System (MIS) for all districts.
Mr. Salim Khan Registrar Peshawar High Court (PHC) inaugurated the workshop. Mr. Lal Shad, Director IT PHC, members of KM & IT unit, were the moderators of the workshop. Those who participated in the workshop were: Computer Operators and Programmers of different districts.
Mr. Muhammad Zubair, Director Inspection Wing (SDJ), was the Chief Guest at the concluding ceremony. He distributed certificates amongst the participants.

Strengthening KP Judicial Academy: Second Training of Trainer (ToT)

The Academy,
With the permission of the Registrar, Peshawar High Court, Peshawar (Reference Letter No. 452 dated 19/03/2018), requests as under;
The KP Judicial Academy has a plan to expand the number of trained trainers. A ToT was conducted on 22 February, 2018 in which a dozen of Judicial Officers participated. The previous experiences dictate mainly two modalities:
·         cultivating the maximum potential by inclusion of all the Judicial Officers, and
·         ascertaining the level of potential for participation
All the Judicial Officers are requested to send their expression of interest (EoI) along with a lecture in the Microsoft Word and a Presentation in PowerPoint format for vetting of the Academy. The three elements of the training—Knowledge, Skill and Attitude (KSA) — may be included in the presentation. The Judicial Officers may also indicate the areas, topics and subjects of their expertise, for guidance some are indicated in the attachment. The EoI, lecture and presentation along with areas, topics, subjects of expertise may be directed to the Academy not later than 29th March, 2018 via email

Shariah Trainees Visit KPJA

Trainees of 59th Shariah (Islamic Law) Course organized by Islamic International Islamic University Islamabad (IIUI), Shariah Academy, visited KPJA on March 16, 2018. The Director General Khyber Pakhtunkhwa Judicial Academy welcomed the participants and briefed them on activities of Academy.
Dr. Muhammad Muneer, Director General, Shariah Academy/Vice President, IIUI Islamabad, expressed his gratitude over the warm welcome. The trainees also visited various departments of the Academy. The participants of the course included Judges, District Qazis, District Attorneys, Public Prosecutors and Law Officers. Linkages between the academies are likely to bring them together on areas of their mutual Interest.

Workshop on proposed amendments in the Criminal Procedure Code, 1898, March 7, 2018

The Khyber Pakhtunkhwa Judicial Academy in collaboration with Justice Sector Support Program, organized the workshop for deliberations on proposed amendments in the Code of Criminal Procedure.The Khyber Pakhtunkhwa government has passed a roadmap for revamping the criminal justice system in the province. One aspect of the roadmap reforms is bringing about amendments in the Code of Criminal Procedure, 1898. For developing consensus on the amendments, the Judicial Academy convened a workshop on December 5, 2017, which resulted into some reapproachment. This was second workshop for further deliberations on the amendments.
The representatives of the Peshawar High Court, Home and Tribal Affairs Department, Law, Parliamentary Affairs and Human Rights Department, Khyber Pakhtunkhwa Police, Directorate General Prosecution,  Directorate of Probation and Reclamation and Khyber Pakhtunkhwa Prisons thoroughly discussed the proposed amendments. Recommendation of the workshops will help in improving criminal justice system.

Workshop on International Humanitarian Law (March 10, 2018)

The Academy organized a One-day workshop for the District Judiciary on International Humanitarian Law in collaboration with the Research Society of International Law, Islamabad (RSIL) and the International Committee of the Red Cross (ICRC), Pakistan.
The core thematic areas of the workshop were:
•    Anti-Terrorism Act 1997: Impact and Challenges;
•    Introduction to International Humanitarian Law with emphasis on Law on non-International Armed Conflicts, Use of Force, Preventive Detention;
•    Domestic Application: Counter-Terrorism and Militancy in Pakistan, with focus on Pakistan’s Counter-terrorism Legislative landscape and Domestic Humanitarian Law, Actions (in Aid of Civil Power) Regulation, 2011; and
•    International Law and its relevance for the Judiciary in Pakistan.
Twenty five Additional District and Sessions Judges from various districts of the province participated. Dr. Khurshid Iqbal, Director General KPJA, distributed certificates amongst the participants.

Hon’ble the Chief Justice Peshawar High Court, Inaugurates Online Learning Program at Khyber Pakhtunkhwa Judicial Academy

Mr. Justice Yahya Afridi, hon’ble the Chief Justice Peshawar High Court/ Chairman, Board of Governors, Khyber Pakhtunkhwa Judicial Academy, inaugurated Online learning Program today at Khyber Pakhtunkhwa Judicial Academy, Peshawar. He Said, “engagement of the judicial officers in traditional trainings, usually resulted in delays in disposal of cases. Online trainings will address these issues”. “Now, judicial officers will receive trainings at their place of postings, after completing their court work” he added. He assured that hon’ble Judges of the High Court, will also enlighten district judicial officers on legal propositions, thorough Video Conference. He encouraged the district judicial officers to own the initiative whole-heartedly. He also announced launching of training programs for judges and lawyers at regional headquarters, shortly.


He was accompanied by the Mr. Justice Ishtiaq Ibrahim, hon’ble Judge, Peshawar High Court. The hon’ble Judge assured his availability in the forthcoming week, for a talk with the District Judiciary thorough video conferencing tool, on framing of formal charge – an important issue in criminal trial.


Earlier, Dr. Khursheed Iqbal, Director General of the Academy, warmly welcomed the hon’ble guests and given briefing about the e-training program. He stated that the Judicial Academy is entering a new era and is exploring another window of opportunities in judicial education.


Mr. Kaleem Arshed, Additional District Judge, Peshawar, shared his experiences with the Judges of the district judiciary of Khyber Pakhtunkhwa, on preparation of decree sheet.


The ceremony was also attended by the District and Sessions Judge, Peshawar and faculty of the Judicial Academy.

Training for Young Lawyers of Balochistan & Khyber Pakhtunkhwa Provinces (26Feb. to 02 Mar. 2018)

The KP Judicial Academy arranged a special 05 days training for young lawyers of Balochistan & KP s Chitral District. This is for the first time, lawyers from Balochistan were imparted training in the KP Judicial Academy.

While the Academy has been imparting trainings to lawyers, a significant aspect of this training is that it was designed in light of training needs assessment findings. The participants were given an opportunity to show gaps in their knowledge, skill and attitude. The gaps so identified were then addressed through course designed. Core topic included in the course were: Drafting of Pleadings and Petitions, Procedural Laws, Case Presentation Techniques, Relevancy and Admissibility of Documentary Evidence, Cross Examination, Key Laws introduced in 2016-17, Legal Research, working as an associate in Chamber Practice, Bench Bar Relationship in the Administration of Justice, the use of Information Technology, and Knowledge of Legal Ethics.

During the training, visits were also arranged to Peshawar High Court, Museum, and other historical places, such as, Masjid Mahabat Khan and Islamia College. The participants greatly enjoyed these visits.

The training concluded on Friday. Hon’ble Justice Qaisar Rashid Khan, a senior hon’ble Judge of Peshawar High Court, Peshawar, graced the occasion by distributing certificates to the participants. He delivered a brief speech on the occasion. The participants also expressed their thanks to the Peshawar High Court and the Academy for arranging the training. They expressed their hope that the Academy will keep delivering such kinds of trainings in future.

Earlier on Friday, Dr. Khurshid Iqbal, the DG KPJA welcomed the hon’ble Chief Guest, explained the significance and details of the training.
